Terms of Service & Scouting Code

These Terms govern your access to the Scout11 platform, scouting pipelines, talent databases, and trial combine systems. By registering an account as an Athlete, Parent/Guardian, Club Representative, Licensed Intermediary, or Performance Specialist, you agree to comply with these terms and applicable governing body regulations.

01.Platform Status & Intermediary Disclaimer

Scout11 is a digital scouting telemetry, discovery, and communication technology platform operated by Scout11 Ltd. Unless explicitly contracted through our licensed representation affiliate, Scout11 does not act as a FIFA Licensed Intermediary, sports agency, or employer. We provide software tools to facilitate talent identification, verified performance data transmission, and direct compliance-verified communication between clubs, athletes, and licensed professionals.

02.Compliance with FIFA Agent Regulations (FFAR) & The FA

Any registered Agent or Intermediary utilizing Scout11 warrants that they hold an active, unencumbered license issued by FIFA and registered with their national association (e.g., The Football Association in England). Intermediaries agree strictly to:

  • Refrain from approaching any athlete prior to the first day of their statutory eligibility year under FA Youth Representation rules.
  • Observe all statutory fee caps on representation remuneration as mandated by FIFA FFAR Article 15.
  • Disclose any dual representation agreements in full accordance with national association regulations.
  • Submit all standard representation agreements to the relevant governing association within 14 days of execution.

03.Representation of Minors & Guardian Authority

In strict accordance with FIFA FFAR Article 13 and UK domestic law:

  • No commercial remuneration or commission of any kind may be charged to or accepted in connection with the representation of a minor player.
  • Any representation agreement involving a minor must be countersigned by the player’s legal guardian and submitted with an official Child Safeguarding Attestation.
  • A registered parent or legal guardian holds absolute unilateral authority to terminate scouting representation visibility on behalf of their minor child at any time without penalty.

04.Trial Combines, Showcase Events & Medical Disclaimers

Participation in trial days, physical testing combines, and showcase matches carries inherent physical risks. Athletes and their legal guardians acknowledge that:

  • Athletes must possess valid sports medical clearance before undertaking high-intensity combine assessments.
  • Host clubs and showcase organizers are independently responsible for pitch-side first aid, AED equipment, and liability insurance.
  • Scout11 acts solely as the nomination, scheduling, and telemetry recording platform and disclaims liability for bodily injuries occurring during pitch activities.

05.Data Accuracy, Telemetry Integrity & Verification

Players and clubs warrant that all match outputs, video reels, and GPS telemetry (sprint velocities, distance covered, appearance logs) uploaded to Scout11 are authentic. Falsification of performance data, impersonation of club scouts, or tampering with STATSports/Catapult telemetry files constitutes grounds for immediate platform expulsion and referral to The FA Integrity Unit.

06.Governing Law & Dispute Resolution

These Terms shall be governed by and construed in accordance with the laws of England and Wales. Any dispute arising out of or in connection with these Terms, including disputes relating to football representation, shall be subject to arbitration under The Football Association Rule K Arbitration, or where applicable, the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland.
